Little did he know that Jacob already had a plan in place to 'undo' the loophole, what with the jughead bomb going off and sending everyone back (presumably) that's why he told the nemesis "they're coming" -- referring to the 6-- and why Jacob went and personally touched each of them waaaaaay back before any of this happened. What foresite. I think Jacob’s nemesis ultimately wanted Locke back on the island, as he was the loophole to killing Jacob, but in order to get Locke back the entire 6 had to return.
