He made an joke about the rain in a skit on Conan Obrien show (which written by the conan writers, not David) and a couple guys in the vancouver press decided to make a story out of nothing.

David has said many times that he loves vancouver, he’s returned to shoot a couple movies there and in fact, even wrote an article extolling the city’s many virtues:
